The file webserver.zip includes an apache php http web server that you can start with apachestart.bat. The server includes account creation pages for TBC, WotLK, Cata, MoP, & WoD. To configure for your server, just edit the corresponding *.php. At the top are the variable you should change (ie host, port, database name). Email is optional, can be used for comment (like who this is in real life).

Most account creation pages I've seen have really messy code. I combined a couple and simplified the html and made it very easily customized.
