Ok so ill be showing you how to make if your just a test server or if you want players to have the commands you set
First you will need

Ok right click on index.php with notepad
control+F=search
search for gm there should only be one thing
GM access levels - Wiki (http://arcemu.org/wiki/index.php?title=GM_access_levels)
should be right in here ok now the first "0" change
