Approximate Materials Required for 1-450 :
You should need less, so don't mill every herb, mill them only if you need more pigment.
Jessica Sellers (http://www.wowhead.com/?npc=33027) in Dalaran sells every low level Ink, every Ink requires one [Ink of the Sea] (http://www.wowhead.com/?item=43126). This means you can level up your Inscription by using only Azure Pigment which is milled from Northrend herbs, but you need another Inscriber to mill the herbs for you, or you can just buy all the [Ink of the Sea] (http://www.wowhead.com/?item=43126) from the Auction House.
