I've simply compiled a list that you should follow when making your server. It should have all this, to be a great server. These are all the major parts of a server that should be addressed or you will not be successful!
All normal content (including newest patch)
Custom content (weapons, armour, sets, rares and uniques, mounts, nothing else since this ruins the game)
Fully working achievements, including the world events like Childrens Week, Halloween etc (work in progress)
Decent player base so you can earn some of those achievements (well you could solo dungeon and raid bosses but its better in groups)
Vote items - yes
Donation items - no
Tiers 1-10
PVP seasons 1-8
All working battlegrounds (which is a big ask since AV never gets mentioned on top 100 lists)
Working arena, argent tournament
All dungeons, raids and world bosses up and running and fully scripted
No custom bosses!
All maps up and working
As mentioned above custom weapons so you can do higher DPS
High rates (gold, items etc that all private servers have)
You can learn all primary and secondary skills
Fully working talents (another big ask as theres always some bugs I know)
Teleport system allowed
Working flight paths
Both PVE and PVP supported
Custom mall allowed
Max lvl - 80/255/500, normal leveling allowed, insta level allowed
Fully working DK
Profession NPC's
Ability to add extra content like future season gear sets etc
Teleport Stone
Fast leveling
All mounts and flying mounts allowed, including the rare one's no longer in official servers (Vendor or earn, choice of both)
Misc - all Blizzcon in-game items like Lurky, Murky, Big Blizzard Bear etc
Bonus - Feats of Strength achieves such as the special drakes from arena awards
Bonus - all original titles that can be earned
