You need to setup it properly. In your browser, when you have xampp running (Make sure the files are located inside the htdocs of xampp) and go to your browser and go to localhost or 127.0.0.1

Xampp has both MySQL (For the database) and Apache (Proxy stuff) so you can connect to it.

Looks like one of my game masters on chrome can not view the website but he can view the registration page so I don't know how friendly this website is with other browsers. I use Firefox myself.
