Follow the directions on how to setup the server from my post, make sure the ports named are forwarded and opened in your firewall.
If you are using my repack it has the xampp light already installed, just make sure to run apache as a service by going into the C:\Server\apache\ folder and using the apache_installservice.bat to install apache as a service.
Empty the C:\Server\htdocs\ folder and copy the extracted MangosWeb_v2_rev10_NoHgFiles.rar files to it.
Then just follow the README.html file for installation. Because you are using my repack with apache and mysql as services you already have GD compiled into Php.
