Sistemleon,
Sometimes problems like this can be caused from the Router itself, I have these same problems myself because I recently found out that AT&T doesn't allow port 80 Which is used
for others to connect to your server. So if you are using AT&T then I would recommend either using Hamichi or going and buying a Dedicated Server so that others can connect.
I am sorry Sistemleon, but sometimes problems like this can't be fixed.
