I got it running! It seems Navicat needs to be installed. I wasn't aware, but it seems that the .dll I said I needed above, is actually a file in navicat. Also, is there a way I can make it so my friends can play on the server with me?

Usually when that happens it means you either need to open the realmd/auth database, edit the realmlist table and change the 127.0.0.1 to your IP (run ipconfig in a 'dos' window) or you need to set the IP in authserver.conf or your firewall does not have port 3724 open (least likely but try disabling the FW) ((3724 and 8085 need to be open)) .. hope this helps.

You need to sign up w/ no-ip.com or dyndns.com for a free account so you have a proper name like bollox.no-ip.org or etc. then put that in your Auth/realmlist table in place of the IP address. Then you have to make sure you have ports 3724 and 8085 forwarded properly to your machine (assuming you are behind a router). You may also have to change the IP's in authserver.conf and worldserver.conf (assuming this repack is using those files) to your machines' IP (ipconfig in 'dos', ifconfig in Loonix).. you may even have to change your hosts file and add
192.168.2.2 bollox-no-ip.org (but with your info ((as a last resort)))

Yes if you want to make it public so others can join your server you will need to have a registration page so the users can register. and you will need to know your IP address.
Then you would want to use a dns server to direct you IP address to a domain name like no-ip.com
If you are direct connect and your internet connection is not on a roughter you can find your IP address from going to the start menu and in the search box type cmd
Then a command prompt box will show up.
and in that box you would type
ipconfig
So see your IP address
if your ip address says 192.168.1.1 or any thing like that if you have 192.168
This means you have a roughter

Then you will need to login to your roughter and forward ports and point the Main IP to your computers ip address..

Not exactly sure I just installed it and then opened it under trial and it was working for me.
