How can I make an area sanctuary like Dalaran? Can someone help me? Thanks and my server is MaNGOS in 3.3.5a

What do you mean exactly? Like how can you spawn dalaran? Or make a custom place like dalaran. To make a custom place like dalaran you would need to make a custom .mpq patch. To spawn dalaran you would have to get the area codes of the area in dalaran and in sert them in to the .gob database in a sertan way. You can find that out by google'ing "how to spawn Stormwind".

What he meant is that he wants to create a place which would be sactuary like dalaran.

To do this, you would need to edit the MaNGOS core itself (repacks wont work here).

I'll post later how to do this so stay tuned (currently I am at school so yeah...).
