1.Open up "Riot Games\League of Legends\game\DATA\Menu\HUD"
2.In there you will find a few Configuration settings (.ini) items.

As you can see you are able to change the size and color
Bigger size = makes the icon look bad but its easier to see.
Chaged color = awesome

In here you will be able to change the text color and size
