This is a single player repack, so I would assume offline would be expected. How can I get my client to open offline? If i try it just says "World of Warcraft could not resolve the address of the network data source". I am just trying to play by myself on my own server, which I can do successfully but only with internet connected even though I have patched .exe.

You may need a SingleCore Lan Switcher, so you can switch between LAN and offline mode. On the other hand, if you have a minimal client, you must have internet connection to download the full data source. After your client is fully downloaded, you don't need internet anymore. I tested it and it works fine.
