I've seen this problem only once before, and it's always on a Vista machine; here's a quick guide on how to fix it (it's not a problem with the repack, it's a VC++ and Vista problem):
1. Download and Install Revo Uninstaller
2. Load Revo and find and click the Microsoft Visual C++ 2005 Redistibutable and click Uninstall up at the top:
3. If it asked you to restart, do so.
4. Do the same thing with Visual C++ 2008 Redistibutables.
5. Restart
Note: If you are using AVG Antivirus, some have reported this problem is also linked; not sure how reliable the information is.
6. Download and Install the Microsoft Visual C++ 2005 Redistributable Package (x86)
7. Download and Install the Microsoft Visual C++ 2008 Redistributable Package (x86)
8. Restart your machine.
Try the server files again.
